In each group the first place team was promoted to the next level, while the last place team was relegated to play in a lower level. The winner of Group B was promoted to Group A and the winner of Group A was promoted to the top division. Group A was played in Amiens, France, between December 9 and December 15, 2012. Group B was played in Donetsk, Ukraine, between December 10 and December 16, 2012.
