Donors to Sri Lanka have repeatedly made it clear that aid will be linked to developments in the peace process. Peace conditionality has been expected to alter the incentives faced by the parties and strengthen the momentum of the peace process. This book critically assesses the attempts to apply peace conditionality in the Sri Lankan peace process. What is clear from the outset is that the strategy has been less than optimally effective. The peace process derailed in April 2003, and the situation in Sri Lanka today is far from encouraging. This book is based on the presupposition that peace conditionality can be an important catalyst for peace. On that basis, the purpose of the book is to assess why the strategy has not had the intended effects in Sri Lanka. Why have donors not been able to buy peace?
