This book examines the relationship between military and relief, rehabilitation and development activities during overseas interventions. In such situations the military has traditionally focused on the provision of a secure environment; however, since the early 1990s, military forces have become increasingly involved in wider aspects of peacebuilding. The challenge is twofold. First, can military forces effectively contribute to the attainment of a nation's foreign policy goals by conducting peacebuilding projects? Second, if this is the case, how should the military and international development arms of government interact? The author demonstrates that the answer to the first question is affirmative, and proposes a concept of operations in response to the second question.
