Originally formed in the early tenth century to maintain peace between the races by controlling the actions of disaffected Deryni nobles, the Council`s goals soon expand to include researching ancient Deryni lore and regulating certain Deryni rituals. The Council first appears in the novel Deryni Rising, but it is actually created over two hundred years earlier, during a period of time between the novels Saint Camber and Camber the Heretic.
