The ship, originally named Harman and designated a Patrol Gunboat (PG-187), was built under Maritime Commission contract by Walsh-Kaiser Co., Inc., Providence, R.I. Intended for use by the United Kingdom, she was reclassified as a Patrol Frigate (PF-79) on 15 April 1943, renamed Dominica, and launched on 14 September 1943, sponsored by Mrs. Andrew D. Manchester.
