Most of the route is part of the Ohio Turnpike, with only an 18.78-mile (30.22 km) stretch not being on the toll road. That stretch of road is the feeder route to the Keystone Shortway, a shortcut through northern Pennsylvania that provides access to New York City. The Ohio Department of Transportation (ODOT) is the organization of state government responsible for developing and maintaining all state and federal roadways in the state of Ohio with exception of the Ohio Turnpike. In addition to highways, the department also helps develop public transportation and public aviation programs. ODOT (pronounced "oh-dot") is headquartered in Columbus, Ohio and is part of the executive branch of the Ohio state government. The Director of Transportation is part of the Governor's Cabinet.
