After the transfer of capital of Shamkhalate to Tarki, in Kazi-Kumukh the people`s assembly or parliament known as "Qat" remained in power. Executive power belonged to "Qatlil Kunisri" — a supreme counsel that elected a first ruler with the title "Khalklavchi".
