The name of the album refers to Victor Tsoi`s job as a boiler plant operator (In Russian, "Nachalnik" means `master` or `commander` and Kamchatka is a slang for `boiler plant`) and to the 1967 Soviet comedy Nachalnik Chukotki (Russian: Начальник Чукотки).
