The National Construction Safety Team Act (H.R. 4687) , signed into law October 1, 2002, provides for the establishment of investigative teams to assess building performance and emergency response and evacuation procedures in the wake of any building failure that has resulted in substantial loss of life or that posed significant potential of substantial loss of life. The Act authorizes NIST to establish and deploy investigative teams after an event that causes building failure that did or had the potential to result in substantial loss of life. The NCST Act provides NIST with the responsibilities and authorities of the NTSB, except for the investigation of building failures instead of aircraft accidents. The most significant use of the NCST Act was the NIST building and fire safety investigation of the Sept. 11, 2001, World Trade Center fire and building collapses.
