He was appointed Governor of Nagaland on 4th October 2009 by The President of India,Smt. Pratibha Devisingh Patil. He was a member of the 14th Lok Sabha of India, representing the Aurangabad constituency in Bihar as a member of the Indian National Congress (INC) political party. He also served as the Chairman of the Parliamentary Committee on Information Technology. He is the former Chief of the elite National Security Guards and a former Commissioner of Police, Delhi.
