Its primary function is to connect State Route 7 with the Moundsville Bridge over the Ohio River near Shadyside. The highway comes to an end on the bridge at the West Virginia state line, where it connects to an unsigned spur route that goes on to meet West Virginia Route 2 at the east end of the bridge in Moundsville, West Virginia. This four-lane route is less than 0.75 mile (1.21 km) in length.
