McDowell was first appointed to a seat on the Federal Communications Commission by U.S. President George W. Bush and unanimously confirmed by the Senate in 2006. The U.S. Senate confirmed him unanimously on June 25, 2009. He is a former FCC lobbyist for telecommunications companies that compete against the Baby Bells.
