The Russian Orthodox Church in America (ROCIA) is a Russian Orthodox group that claims continuation from the Russian Orthodox Church through Patriarchal Ukase and Synodal Charter. Metropolitan Symeon is the current First Hierarch, having been both predessesor and successor of Metropolitan Vladimir, who remains part of the Church. Metropolitan Symeon was consecrated by Archbishop Paul with the assistance of all the members of the Holy Synod and enthroned as Primate by the Holy Synod in 1989. The Russian Orthodox Church in America is not a member of the Standing Conference of the Canonical Orthodox Bishops in the Americas but considers itself autocephalous. The Russian Orthodox Church in America is a walled off Church that holds a policy like other Churches listed as in resistance, communing the faithful but not con-celebrating among hierarchs, unless con-celebration between Primates has occurred after a lengthy period of mutual examination of history, ecclesiology and orthopraxis.
