Sodbuster was a program created by Title 12 of the Food Security Act of 1985 designed to discourage the plowing up of erosion-prone grasslands for use as cropland. If such highly erodible land is used for crop production without proper conservation measures as laid out in a conservation plan, a producer may lose eligibility to participate in farm programs. The Food Security Act of 1985 (P.L. 99-198), a 5-year omnibus farm bill, allowed lower commodity price and income supports and established a dairy herd buyout program. This 1985 farm bill made changes in a variety of other USDA programs. Several enduring conservation program were created, including sodbuster, swampbuster, and the Conservation Reserve Program.
