Between 1913 and 1915 the South African Railways (SAR), later renamed Spoornet and then Transnet Freight Rail (TFR), placed 41 Class 14A 4-8-2 steam locomotives in service. Following the success of the Class 14, then Chief Mechanical Engineer D.A. Hendrie used the design as basis for a lighter locomotive for use on coastal lines. The second version of the Class 14 locomotive was ordered from the North British Locomotive Company in 1913. It had nearly 6 in (150 mm) less boiler diameter than the Class 14 to bring the axle loading down to 15 long tons (15 t), specifically for use on the lighter track on the East London main line. Because of the lighter axle load, it was also deemed necessary to reduce their power, so they were equipped with smaller cylinders of 21 in (530 mm) bore instead of 22 in (560 mm). They became the Class 14A.
