Between 1918 and 1922 the South African Railways (SAR), later renamed Spoornet and then Transnet Freight Rail (TFR), placed 73 Class 14C 4-8-2 steam locomotives in service. Through reboilerings and rebalancings during their service life this single class eventually ended up as six different locomotive classes. As a result of wartime disruption in Europe and Britain, the fourth version of the Class 14 locomotive was ordered from the Montreal Locomotive Works in Canada in 1918. It became the Class 14C and was delivered in four batches between 1918 and 1922. While these locomotives were built to the specifications of then Chief Mechanical Engineer D.A. Hendrie, they were designed by Montreal Locomotive Works and the result was a locomotive with some typical American characteristics.
