In 1919 the South African Railways (SAR), later renamed Spoornet and then Transnet Freight Rail (TFR), placed ten Class 16C 4-6-2 Pacific locomotives in passenger train service. Twenty more were placed in service in 1921. The South African Class 16C 4-6-2 locomotive was designed by D.A. Hendrie, chief mechanical engineer of the SAR at the time, and built by the North British Locomotive Company in Glasgow, Scotland. They were identical to predecessors Class 16 and Class 16B in most respects, except that Hendrie had added a combustion chamber to the boiler, visible as an extension of the Belpaire firebox hump.
