In 1928 the South African Railways (SAR), later renamed Spoornet and then Transnet Freight Rail (TFR), placed six Class 16DA 4-6-2 Pacific locomotives in passenger train service. Eight more were placed in service in 1929, and another six in 1930. The South African Class 16DA 4-6-2 locomotive was built by three manufacturers. The first six, numbers 868 to 873, were built in Germany by Hohenzollern and delivered in 1928, and another eight, numbers 843 to 850, were built in the United States by Baldwin and delivered in 1929. At that stage Allan G. Watson, the chief mechanical engineer of the SAR at the time, designed a boiler with a firebox of comparable proportions to those installed on his later Class 15E and Class 23, in an attempt to improve the steaming properties of these engines. This new boiler was installed on the final six Class 16DA locomotives, numbers 874 to 879, built in Germany by Henschel and delivered in 1930.
