Uniform Resource Characteristics (URCs) were proposed as a semi-standard form of metadata that described World Wide Web Resources that were identified by a URI. URCs are mentioned in some documents (e.g. RFC 1737, RFC 2483) and they were the subject of IETF URC Working Group. In particular, RFC 1737 states that "URC is a set of meta-level information about a resource. Some examples of such meta-information are: owner, encoding, access restrictions (perhaps for particular instances), cost."
