Ouellet was the first ship of the U.S. Navy to bear the name of Seaman David George Ouellet, a posthumous recipient of the Medal of Honor. It was one of a class of frigates specifically designated to locate and destroy enemy submarines. Ouellet's keel was laid at Avondale Shipyard in Westwego, Louisiana on January 15, 1969. She was christened at Charleston Naval Shipyard, South Carolina on December 12, 1970.
