She was the first to be named for Rear Admiral Lucien Young (1852–1912). Young was laid down on 7 May 1942 at Orange, Tex., by the Consolidated Steel Corp.; launched on 15 October 1942, sponsored by Mrs. J. M. Schelling; and commissioned on 31 July 1943, Lieutenant Commander George B. Madden in command.
