He has founded three post secondary institutions and is the founder and current president of the University of Fairfax. Berlin earned a Ph.D. in Industrial Engineering and Management Science from Northwestern University and a B.A. from Cornell University. As a graduate student at Northwestern University, in the Department of Industrial Engineering, Berlin secured an NIH grant and an Urban Systems Grant to undertake an administrative experiment. His administrative experiment focused on the decentralization of a major health department. Before his employment at the University of Fairfax, Berlin worked at General Communications, Anteon Corporation, Boston College, Keller Graduate School of Management, and Potomac College. In 1991, Berlin left General Communications to found Potomac College.
