Eisenhower`s chief of staff at Allied Forces Headquarters during the Tunisia Campaign and the Allied invasion of Italy. Later he was Eisenhower`s chief of staff at Supreme Headquarters Allied Expeditionary Force (SHAEF) from 1944 to 1945.
