This issue, which is responsible for annoying reception delays, is addressed by the Real-Time Transport Protocol. It provides sequence numbering to detect packets out of order and timing information that allows a receiver to control playback. And since there are reams of media formats (e.g. JPEG, MP3, and MPEG video) available to transmit, RTP is built very extensible to transport almost any format.
