Write once, compile anywhere (WOCA) refers to writing software that compiles, and is thus usable, on all platforms. As opposed to Sun's write once, run anywhere slogan, cross-platform compatibility is implemented at the source code level, rather than at the compiled binary code level. There are many languages that follow the WOCA philosophy. WOCA is the philosophy that cross-platform applications in languages like Pascal (see Free Pascal), Ada or C take. Cross-platform libraries, for things like sockets and GUI, are used to cope with portability issues.
