Founded in 1930 as Sing Hua Public School, the school was located in Lim Tua Tow Road, in the north-eastern Singapore before being relocated to its current campus at Hougang Avenue 1. Xinghua Primary School was founded by Mr Chua Cheok San in 1930 and was then known as Sing Hua Public School, located at Lim Tua Tow Road, with a small wooden building as campus.
