Muldoon (May 25, 1852 – June 3, 1933) was the Greco-Roman Wrestling Champion, physical culturist and the first chairman of the New York State Athletic Commission. He once wrestled a match that lasted over seven hours. Nicknamed "The Solid Man," Muldoon established himself as champion in Greco-Roman wrestling in the 1880s and over the years gained a remarkable measure of public influence that would continue through his days as a health farm proprietor in Westchester County and his service on NYSAC. Muldoon was a mainstay in New York sports for over 50 years.

The district was formed under the Local Government Act 1972 on 1 April 1974 from the former area of Basildon Urban District and the part of Thurrock Urban District that was within the Basildon New Town. The council made an application for borough status in February 2010 and this was given approval that year, with Cllr Mo Larkin becoming the first mayor in October.

He fought in World War II, in New Guinea, and Borneo, and was awarded the Military Medal. Rodwell was an opening batsman and a prolific run-scorer at club level, and represented Tasmania on 15 occasions at first-class level, captaining the side five times between 1950–51 and 1955-56.
