The contract to build her was awarded to Newport News Shipbuilding and Dry Dock Company in Newport News, Virginia on 1 August 1975 and her keel was laid down on 17 August 1978. She was launched on 16 August 1980 sponsored by Mrs. Sam Nunn, and commissioned on 6 March 1982, with Commander Robin J. White in command.

Ralph Vivian "Sailor" Stroud (May 15, 1885 - April 11, 1970) was a Major League Baseball pitcher for the Detroit Tigers in 1910 and the New York Giants in 1915 and 1916. Born in Ironia, New Jersey, Stroud was a 6`0" right-handed pitcher. He played in 28 games for the Detroit Tigers in 1910, 15 of them as a starter. In his major league debut on April 29, 1910, Stroud shut out the St. Louis Browns 5-0. During the 1910 season, Stroud had 7 complete games and 3 shoutouts in 130-1/3 innings pitched. He had a record of 5-7 with an ERA of 3.25. He allowed 9 home runs in 1910 -- more than any other pitcher in the American League.

She was the third Navy ship named after the city of Atlanta, Georgia. Designed to provide anti-aircraft protection for US naval task groups, Atlanta served in this capacity in the naval Battles of Midway and the Eastern Solomons. Atlanta was sunk in a night surface action on 13 November 1942 during the Naval Battle of Guadalcanal.

Offside is a law in football which states that if a player is in an offside position when the ball is touched or played by a teammate, he may not become actively involved in the play. A player is in an offside position if he is closer to the opponent`s goal line than both the ball and the second-to-last defender (which is usually the last outfield player), but only if the player is on his opponent`s half of the pitch. "Offside position" is a matter of fact, whereas committing an "offside offence" occurs when the a player is "actively involved" which is subject to the interpretation of the referee. Goals scored after committing an offside offence are nullified if caught by the referee.
