A leading group of followers of Bhagwan Shree Rajneesh (now known as Osho) had hoped to incapacitate the voting population of the city so that their own candidates would win the 1984 Wasco County elections. The incident was the first, and single largest bioterrorist attack in United States history. The attack is one of only two confirmed terrorist uses of biological weapons to harm humans.

The protest began as the blanket protest in 1976, when the British government withdrew Special Category Status for convicted paramilitary prisoners. In 1978, after a number of attacks on prisoners leaving their cells to "slop out", the dispute escalated into the dirty protest, where prisoners refused to leave their cells to wash and covered the walls of their cells with excrement. In 1980, seven prisoners participated in the first hunger strike, which ended after 53 days.

The eruption (which was a VEI 5 event) was the only significant one to occur in the contiguous 48 U.S. states since the 1915 eruption of Lassen Peak in California. The eruption was preceded by a two-month series of earthquakes and steam-venting episodes, caused by an injection of magma at shallow depth below the volcano that created a huge bulge and a fracture system on Mount St. Helens` north slope.
